About this Report: Riverside has transformed a collaborative policy idea into two tangible plan sets. The next test is whether those plans help viable projects reach construction. Tracking plan use, site-specific requirements, review time, costs, project attrition, and completed unit will identify which barriers the program reduces and where additional support may be needed. The initiative’s theory of change is straightforward: a public and philanthropic investment in reusable plans and advance review can reduce front-end uncertainty, expand participation, and move more neighborhood-scale projects forward.
