About the Project:
This project provides exploratory insights into the distribution and development potential of vacant, abandoned, tax-delinquent, and foreclosed (VADF) properties across Riverside and San Bernardino Counties. By mapping these parcels and analyzing their relative feasibility for future development, the study offers a proof-of-concept model to catalyze regional conversations around land reuse, housing equity, and policy innovation. Through this work, Neighborhood Partnership Housing Services aims to identify policy mechanisms that can support the development of affordable housing in the region.
About the Randall Lewis Policy Researcher:
Javier Wagner Medina is a Master of Public Policy student (Class of 2025) who contributed to this project through his expertise in geospatial mapping and data visualization. He demonstrates a strong commitment to leveraging creative approaches to turn complex data into actionable, visually engaging insights that support policy solutions. Javier also served as a Randall Lewis Health Policy Fellow with the City of Rancho Cucamonga Planning Department, gaining hands-on experience applying policy research to real-world challenges.
